A "New-Join" is classified as someone who has never been a member of the unit/community before. Someone who has previously been a member with the unit/community with a Time in Service (TIS) beyond 15 calendar days or has had an honorable service is not considered a "New-Join" but is a "Re-Join" instead. The process that a "New-Join" will go through for the enlistment and induction process will be the same regardless of age, experience, and public status or anything that would make DUREC personnel bias.
A "Re-Join" is classified as someone who has had previous service in the unit for a specific amount of time. At any time leadership can revoke the status of a "Re-Join" based on a few factors; Previous LoRs, Separation Status, NJPs, Previous Punitive Actions. In order to meet the "Re-Join" status you must have the following;
- Must have had 25 calendar days or more Time In Service (TIS)
- Must be in good current standing with the unit/community.
When a member decides to re-join the unit/community they will be entitled to a specific advancement based on their previous service in the unit. These advancements are stated below;
- E-3 PFC > E-4C SP3 Re-Joins; Must return within 60 days to retain their rank
- E-4D CPL > E-5 SGT Re-Joins; Must return within 100 days to retain their rank, if a billet suitable for these ranks is available. I.e. if the NCO position has already been filled, they cannot come back as an NCO.
- E-6 SSG > E-8 1SG Re-Joins; Must return within 120 days to retain their rank, f a billet suitable for these ranks is available. I.e. if the NCO position has already been filled, they cannot come back as an NCO.
- O-0 OCS > O-4 MAJ Re-Joins; Must return within 120 days to retain their rank, f a billet suitable for these ranks is available. I.e. if the Officer position has already been filled, they cannot come back as an Officer.
- Re-Joins within 40 Days from their ETS date are eligible to return with previous records.
- Retired personnel that re-join within 152 Days from their ETS date are eligible to return with previous records.
- Honorably Discharged personnel that re-join, keep their previous records regardless
Prior to rejoining, the DUREC First in Command and/or Second in Command must also be consulted. Their approval ensures that the re-entry aligns with the overall leadership structure and operational needs of the unit. No exceptions.
As of September 3rd, 2024, the unit policy was enacted to restrict entry into the unit to individuals who are 18 years of age or older. This policy ensures that all recruits meet the necessary maturity and readiness to assume the responsibilities of unit membership. Therefore, all new recruits or members joining must meet this age requirement.
However, an exception is made for individuals who were previously members of the unit but left before reaching the age of 18. These individuals may be allowed to rejoin the unit, provided the following conditions are met:
- Agreement from Battalion Headquarters: All current members of Battalion Headquarters must be in full agreement with the rejoining member’s return. This ensures that the decision reflects the collective readiness and cohesion of the unit.
- Leaving in Good Standing: The individual must have left the unit in good standing, meaning they were not removed due to serious disciplinary issues or violations of the unit's code of conduct. The individual’s past behavior and performance within the unit will be considered when making this decision.
- Consultation with DUREC Leadership: Prior to rejoining, the DUREC First in Command and/or Second in Command must also be consulted. Their approval ensures that the re-entry aligns with the overall leadership structure and operational needs of the unit.
By allowing returning members under the age of 18 to rejoin under these conditions, the unit balances the need for maturity and readiness while providing opportunities for those who have previously contributed positively to return and continue their service.
Retired members of the unit who exceed the re-entry dates outlined in Subsection 2.1 are required to undergo a full re-induction process, regardless of their prior standing, position held at the time of departure, or the specific role they wish to fill upon rejoining the unit. This policy ensures that all returning members are reintegrated into the unit under the current operational standards, expectations, and protocols.
Furthermore, any retired member seeking re-entry into the unit will be required to complete the same process as any new recruit. This includes:
- Induction with DUREC: This policy WILL be acknowledged, and followed through by a member returning to the unit regardless of status (Discharged, Honorably Discharged). All returning members are required to go through the induction process once more. The approval of the recruiter ensures that the re-entry aligns with the overall leadership structure and operational needs of the
- Basic Combat Training (BCT): The returning member must go through the full BCT program, ensuring that they are up-to-date with the latest skills, techniques, and operational knowledge required of all unit members.
- Platoon/Company Specific MOSQ: They must also complete their Platoon/Company Specific Military Occupational Specialty Qualification (MOSQ) again, to ensure that they meet the current qualifications for the role they intend to fill.
- Initial Operational Requirements: The returning member will be required to participate in the initial two operations, as required by all new recruits, to demonstrate their readiness and ability to integrate effectively into current unit operations. No exceptions to this policy.
This re-induction process ensures that all members, regardless of their past service, are equipped with the necessary knowledge, training, and experience to contribute effectively to the unit’s mission upon rejoining.
A retired member who re-joins within the specified re-join timeframe is allowed to return to the unit, and they can choose the company they wish to join. Additionally, they are eligible to reclaim their old position, provided it remains open.
Requirements for Joining a Desired Company:
- Receiving Company Commander’s Willingness: The receiving company commander must be 100% willing to take in the returning member.
- Availability of Space: The receiving company must have available space to accommodate the returning member.
- Capacity to Avoid Over-Saturation: The receiving company must have the capacity to accept a new member without creating an over-saturation in any specific field, ensuring that it does not detract from the overall infantry force strength.
Requirements for Reclaiming a Previous Position:
- Squad/Section Level Positions: This tier includes Squad/Section NCOs, such as Squad and Section Members, Leaders, Medics, JTACs, etc.
- Open and Needed Slot: The requested slot must be open and necessary for the company’s operations.
- Approval from Receiving Platoon Leader: The return to this position requires approval from the receiving Platoon Leader.
- Platoon Level NCOs: This includes Platoon Leaders, Sergeants Medics, JTACs, Technicians, and Readiness NCOs.

The 28th Combined Arms Division has several discharge or separation types that reflect the service of the member when they leave the unit/community.
- Retirement.
- Honorable Discharge.
- General Discharge.
- Entry Level Separation.
- Other than Honorable.
- Dishonorable Discharge.
All discharge notices will be left untouched for 48 hours after submission, in order to give the member time to rethink the possibility of their hasty decision making. After 48 hours the discharge will be processed, and the member will be released from service.
Any member that is SGT, CW2 or 2LT must give two weeks notice prior to their discharge in order to allow their chain of command to prepare to fill their absence. These members can also retract their discharge notice within 7 days, but after 7 days, it is final and the discharge notice will be processed after another 7 days has passed.
Honorable Discharge
Honorable Discharges are given to members that have been with the community for an extremely long period of time, and during that time, have contributed significantly to the units success and goals.
To be eligible for an Honorable Discharge, the following criteria must be met:
- Approval from Battalion Headquarters
- More than 6 months Time in Service.
- Attained or surpassed the rank of SGT, CW2 or 2LT.
The member that receives an Honorable Discharge will receive the following:
- An ALCON message to signify their discharge, that outlines their doings in the unit and how they contributed during their time with the 28th.
- Retirement status in Discord, TeamSpeak and on the website.
Retirement
Retirement in the 28th Combined Arms Division is the most prestigious leave category in the unit. Those who have received a retirement have been an excellent member in the past and have earned this status. It is awarded to members who have shown extreme dedication to the unit and served an extended amount of time. In order to obtain retirement you must have the following;
- Honorable Service in the unit.
- Have surpassed the following ranks; SGT, WO4,CW2, 2LT.
- Approval from Company Headquarters.
Members that have retired are eligible to have the retired rank in their name on the discord and TeamSpeak 3. They are able to retain unit member permission in the Discord to have access to the general chat, and the ability to join all previous TeamSpeak 3 channels. At any time Leadership can revoke the retirement status based on conduct.
Entry Level Separation
Entry Level Separation is an automatic form of discharge given to members who have failed to either pass Initial Entry Training in the allotted time frame from induction or have failed to meet the minimum activity requirements within the Inactive Ready Reserves as an E-4C SP3 below. Members who have been discharged through an Entry Level Separation will not be archived in our PERSCOM system, and any/all information on your profile will be lost. This will result in the advent that when/if you rejoin the unit you will be considered a New-Join. In order to be classified as an Entry Level Separation you must possess the following:
- Must be in the Receiving Combat Unit and have not passed Basic Combat Training or 11B/12F MOSQ
- Must be in the IRR Combat unit as an SP3 or below and less than 3 Months Time in Service.
Separation
Members who are moved to separation have been observed to be absent from attending operations, as well as maintaining their operational requirements.
Members who are eligible to be moved to separation by their Platoon Leader or Platoon Sergeant meet either of the following:
- Have not attended an operation in the previous month
- Has failed to report in within the previous month
Members who are moved to separation are susceptible to the following:
- Punitive demotion.
- Discharge from the 28th under Entry Level Separation.
After the member has been moved to separation, they have 14 days to attend 2 operations otherwise, they will be discharged depending on their status in the unit, and the discharge types below.
General Discharge
A General Discharge is given to those who have served neutrally in the unit without any sufficient service. Members who do not qualify for a Honorable Discharge or Retirement are given a General Discharge instead. Unlike an Entry Level Separation a General Discharge archives the members data for a possibility of a re-join.
These members qualify for the role in “Community Friend” role in Teamspeak and Discord, upon request.
Other than Honorable Discharge
Other than Honorable Discharge is given to members who have continually breached unit regulations, policies, bylaws, rules, and rules of a lesser offense. You may receive an OTH if you are not eligible for any other discharge code such as Entry Level Separation or General Discharge, but have not committed an offense great enough to warrant an Dishonorable Discharge. Much like Entry Level Separation if you receive an OTH your personnel data will not be archived.
- Post-Factum
- All members are subject to have their discharge code changed to either Dishonorable or Entry Level Separation if they commit offenses that breach out rules at a date after their initial discharge from the unit.
Dishonorable Discharge
Dishonorable Discharges are given to members who are found guilty of a serious offense, infraction, or activity against the unit and/or community, its interests or its members. Those who are Dishonorably Discharged are hereby permanently banned from the TeamSpeak 3, Discord, Website, and Servers. Only members of the Company Headquarters such as the CO, XO, and NCOIC can administer an Dishonorable Discharge.
The member will be contacted by the Battalion CO, XO or NCOIC to receive their notice of a Dishonorable Discharge. This is to allow the perpetrator to plead their case and have a chance to redeem themselves. If the verbal meeting does not prove to command members that the member can be retained, they will be released from service under a Dishonorable Discharge.
- Post-Factum
- All members are subject to have their discharge code changed to either Dishonorable or Entry Level Separation if they commit offenses that breach out rules at a date after their initial discharge from the unit.
Away Without Leave (AWOL) is determined as a member missing a series of events without communication prior or after that series of events. Members in Receiving are considered AWOL after 14 calendar days from their Induction Date and have not passed Initial Entry Training (I.E.T.). Members in the Inactive Ready Reserve (IRR) are considered AWOL after not attending one event every 30 calendar days from the last event. Active Members are considered AWOL after not reporting in after 14 calendar days on PERSCOM and missing three events in a month. If a member is considered AWOL they can be discharged under the following categories;
- Other than Honorable.
- Dishonorable Discharge.
Leave of Absence (LOA) Is a personnel action request that is available to the members that are unable to attend operations for a specific period of time. Before the LOA request can be approve, it must adhere to the following rules:
- E-1 PVT > E-2 PV2 cannot request a Leave of Absence.
- 7 Day LOAs are instantly declined.
- They must decline the next 3 operations.
- E-3 PFC > E-4C SP3 can request LOA up to 45 days.
- E-4D CPL > E-6 SSG can request LOA up to 60 days.
- E-7 SFC > O-3 1st LT needs to consult with Company HQ beforehand.
Inactive Reserves can request LOA however their combat record needs to be taken into account. If they’re hitting the 2 ops per month regularly then they may request an LOA for 45 days max, regardless of rank and position within the unit.
Military Leave / Educational Leave results in you being transferred to IRR, placed on LOA, Rank Kept, and upon return, if your previous billet has been filled, you will be placed in priority for the next available one.
In the 28th, we believe that your real life comes first, and you should always be aware that you and your goals come first, and contributing to our unit shouldn’t always be your first priority. Because of this, we have various types of leave that can be requested to allow members to retain their position in the unit, but still complete their real life obligations.
The following types of leave and their descriptions are below:
Military Leave of Absence Request
Military Leave of Absence Requests are submitted for members that have real life military duties, such as training exercises, deployments, emergencies, etc.. and are not subject to a time limit. The member can request Military LOA for the duration of their military duties regardless of time.
The member will be subject to the following changes after submission of a Military LOA Request:
- Will be transferred to IRR from their current billet (Inactive Ready Reserves).
- Rank will be retained at their current grade.
- Upon return from their LOA, the member will be placed in priority to receive their previous billet back.
- If the military leave is under one month in duration, the above action will not be taken, and the member will be left in their current billet until the LOA is over.
- Should Battalion Headquarters find ample reason for the member to be exempt from this rule, they will be allowed to stay in their position.
Educational Leave of Absence Request
Educational LOA Requests can be submitted for members that require extended time away from the unit to complete educational obligations.
The member will be subject to the following changes after submission of a Educational LOA Request:
- Will be transferred to IRR from their current billet (Inactive Ready Reserves).
- Rank will be retained at their current grade.
- Upon return from their LOA, the member will be placed in priority to receive their previous billet back.
- If the educational leave is under one month in duration, the above action will not be taken, and the member will be left in their current billet until the LOA is over.
- Should Battalion Headquarters find ample reason for the member to be exempt from this rule, they will be allowed to stay in their position.
Operational Leave of Absence Request
Operational LOA Requests can be submitted which permits the member to forgo attending operations or events for a given time, but their responsibilities and duties out of event times must be upheld.
This type of LOA:
- Can only be submitted by members that are at or above the rank of CPL, CW2, 2LT or by members below these ranks if they are an active participant in at least 2 s-shops.
- Cannot exceed one month in duration.
- The member will continue their out of game responsibilities as normal.
General Leave of Absence Request
Most General Type Leave of Absence Personnel Action Requests will be approved for the following reasons, but approval is not limited to these reasons. Most LOA Requests are approved.
- Need time away from the unit to recharge.
- The member needs a break from their duties and responsibilities as a whole.
- Unable to attend events due to schedule change or the member is unable to use their PC for an extended period of time.
- The member needs time away from the unit to focus on other IRL responsibilities.
Most General Type Leave of Absence Personnel Action Requests will be denied for the following reasons:
- Time off to go work on another community or gaming clan.
- For reasons related to poor operational experience. Members are encouraged to be part of the solution and voice their concerns through the proper feedback channels.
If the member is billeted in an NCO position or above, that member is expected to have their duties covered for the entirety of their LOA, and it is their responsibility to make this happen.
Having Leave of Absence as an option to members is both a privilege and a right, but if abused, this system can be made more strict to accommodate the units needs.
The 28th’s administrative and command staff reserve the right to deny any Leave of Absence Request with reasonable explanation to the requesting member.

With this clause, we are avoiding having unauthorized servers associated with the 28th representing the unit poorly.
In order to create another Discord server, community, group, clan, etc.. with the 28th in its name, the following criteria needs to be met:
- A formal request to open a aforementioned service needs to be placed to the members Chain of Command, to be passed up to Company Headquarters for review.

The 28th does not condone Dual Clanning for leadership members because of the time requirement that we ask of our leadership members. If a member in leadership is part of another unit or owner of another gaming community, they simply cannot provide the commitment that we are looking for out of our leadership members because of their obligations to another community. However, we understand the need to change things up here and there. Allowing Squad/Section level NCO’s ONLY, to be able to dual clan as long as their activity within the 28th continues to satisfy the needs of the unit, understanding that they are subject to a performance review at any time.

Rank Equivalents
Rank equivalents are used in the event of a lateral transfer of billet or position that requires the members rank to be transferred from the Non-Commissioned / Commissioned Officer rank structure to the Warrant Officer rank structure. This is usually done upon transfer of a member between ground combat elements and aviation / administrative staff.
Non-Commissioned / Commissioned Officer | Warrant Officer |

Internal Rank Transfers
Internal Rank Transfers often occur when members are switching from a ground combat element to either aviation or administrative staff. The following rules exist to help guide commanders in internal rank transfers:
- They have had previous experience in the receiving company. For example if a member was an aviator, then transferred to infantry, then wanted to come back into aviation. It is possible for the member to receive the exact lateral transfer.
- If the transferring member would be transferring into a rank that was at an NCO level, the transferring member may not receive the exact lateral transfer due to skipping over more senior members that are up for the receiving companies NCO billet.
- The transferring member may transfer at a lower rank due to lack of experience. For example:
- A CPL transferring to aviation, should receive the rank of WO5, but due to lack of experience, the CPL may be subject to entering at a lower rank than WO5.
- Another example would be a CW2 transferring from administrative staff, would most likely not be able to transfer to infantry as a Sergeant, due to either no leadership billets being available, or lack of experience.
External Rank Transfers
Unfortunately the 28th does not allow unit to unit / clan to clan / group to group rank transfers. This means, for example, that if a member is part of another unit with the rank of SGT, that would not mean they receive the rank of SGT in the 28th. The 28th has it’s own independent rank progression system, and new or returning members will follow this structure. Everyone starts as a PVT, and that will continue to be the doctrine in the 28th regardless of outside experience.
Members that are re-joining, are held accountable by the Re-Join policies in Section 2.
Promotions
Within the 28th, a standardized promotion system is adhered to ensure members are progressing as they spend time with the unit. Each rank has specific requirements that must be met by the member, and can be found at https://www.28thcad.com/perscom/ranks/
In order to be promoted, the member has to meet the following:
- Requirements of the next rank available to them.
- A letter of recommendation has been submitted on their behalf from their immediate line leader to the Chain of Command.
- The staff member promoting them agrees that they meet the merit requirements for the rank.
- Members must have good standing within the unit to be promoted. If the staff member responsible for promoting them believes the member up for promotion has not earned the rank through action and merit in the unit, the staff member responsible for the promotion is within their rights to hold their promotion.
- If a promotion is held, the staff member responsible for promoting them must give a reasonable explanation inclusive to constructive feedback to allow the member to improve and earn their promotion.
NOTE: All NCO Promotions, regardless of company or leadership level, MUST be ran by the Battalion NCOIC (Other Battalion members are authorized to approve the promotion into the NCO Corps if there is no present NCOIC, the NCOIC is on LOA, or for any other reason they are not reachable at the current moment)
Promotions are handled in the following groups:
Assistant Squad Leader - Promoted by the Squad Leader, with their Platoon HQ’s approval
Squad Leaders - Promoted by their Platoon HQ.
Platoon Leaders and Platoon Sergeants - Promoted by the Company Commander
Aviators - Promoted by their Aviation Platoon HQ.
Senior Aviators - Promoted by their Aviation Platoon HQ.
Aviation Platoon Leaders - Promoted by the Aviation Company Commander.
Aviation Company Commanders - Promoted by the Commanding Officer of the 28th.
Company NCOIC - Promoted by the Company Commander

Demotions
Demotions rarely happen, but unfortunately can occur for the following reasons:
